Terms of Reference (ToR) 
Diagnostic radiology facilities are widely deployed in the country and a large number of persons undergo diagnostic X-ray procedures. These facilities/machines if not designed or operated properly may lead to unwanted radiation exposure to the patient as well as the operators. 
Atomic Energy Regulatory Board (AERB) is the national regulatory body and Chairman of AERB is the Competent Authority. Possession, installation, commissioning and operation of X-ray equipments are regulated by Atomic Energy Act and associated Rules, Codes, Guides, etc. As per Rule 3 of the Atomic Energy (Radiation Protection) Rules 2004, no person shall, without a licence, establish a radiation installation. A licence is mandatory for CT Scanner or Cath lab and a Registration is mandatory for all diagnostic X-ray equipments. This regulatory requirement is not met by most of the X-ray installations in the country. Moreover, the safety requirements envisaged for commissioning and operating any X-ray equipment are also not adhered to by owners and operators. 
India being a large country, AERB has decided to decentralize the regulatory control and requested the State Governments/Union Territories to establish State-level Directorate of Radiation Safety (DRS). Under Rule 29,30 (1, 2, 3, 4, 5, 6a, 6h, 6c, 6d) of the Atomic Energy (Radiation Protection) Rules 2004, AERB will authorize the DRS to inspect medical diagnostic X-ray installations to verify compliance. Accordingly, the State Health Society, Bihar has setup a DRS and is desirous of appointing suitable candidates for the regulatory work on contractual basis. The details are as follows: . Post : Consultant— Radiation Safety

Reporting to : Director of Radiation Safety, SHSB, Patna 
Place of posting : State Health Society, Bihar, Patna. 
Duration of Contract : One Year which may he renewed every year based on performance 
& conduct of the contractual staff. 
Maximum Age : 45 years (As on 01.01.13) 
Remuneration : Rs. 35,000/-(Rupees Thirty - Five Thousand only) per month 
consolidated. 
ESSENTIAL OUALIFICATION & EXPERIENCE

• Post-graduate degree in Physics and Diploma in Radiological Physics of University of Bombay or equivalent. 
• Minimum 3 years of experience in radiation safety/safety related experience in radiod iagnosis/radiotherapy in a premier teaching/research institution. 
• Preference will he given to the candidates having longer experience. 
DUTIES and RESPONSIBILITIES 
• The Deputy Director will supervise the Regional Radiation Safety Officers assigned to him/her by the Director and shall review their reports and submit periodic summary report to the Director. 
• Field work schedule for each month will be prepared in advance and with the approval of the Director will carry out the activities and submit report. 



• Review the work schedule for the Regional Radiation Safety Officers for each month in advance and submit it for approval of the Director. 
• Verify the inspection reports submitted by the Regional Radiation Safety Officers at random with the concurrence of the Director. 
• Review the Layout of medical X-ray installations, assigned to him/her by the Director, in the light of requirements and guidelines stipulated in the Atomic Energy (Radiation Protection) Rules 2004 and in the Notifications, Safety Standards, Codes and Guides of AERB and suggest modifications, if any, as appropriate through the Director of Radiation Safety. 
• Inspect medical diagnostic X-ray installations which are to he registered or for which registration is to be renewed and suggest modifications, if any, as appropriate through the Director of Radiation Safety. 
• Verify whether every medical diagnostic X-ray units installed in Bihar is ‘Type Approved’ by 
AERB. 
• Inspect the work practices being followed in medical X-ray installations and ensure they are acceptable from the point of view of radiation safety. 
• Inspect permanently installed or movable protective barrier in X-ray rooms. 
• Verify whether qualified manpower in accordance with the requirements of the Safety Code (SC/MED-2) is available for operation of X-ray unit. 
• Carry out such tests and measurements as may he necessary to assess radiation safety and take necessary steps, as it may consider necessary, including examination of relevant records, to determine the adequacy or otherwise of the methods employed as well as the devices used in the medical diagnostic X-ray installations, to provide adequate protection. 
• Assist the Director of Radiation Safety to organize training programmes, workshops and seminars to update the knowledge of radiation safety among the technical people involved. 
• Assist the Director of Radiation Safety to organize public awareness programmes regarding radiation safety. 
• Assist the Director of Radiation Safety to prepare a ‘Manual’ containing the mode of registration, including a check list of every item to he assessed / noted during the inspection, acceptance and quality assurance tests. 
• Assist the Director of Radiation Safety, undertaking responsibilities assigned from time to time, for implementing radiation safety in the State. 
• Assist the Director of Radiation Safety to prepare a data hank of X-ray installations in the State and update it regularly. 
2. Post : Radiation Safety Officer (for 9 RPM Us)

& conduct of the contractual staff. 
Maximum Age : 45 years (As on 01.01.13) 
Remuneration : Rs. 30,000/-(Rupees Thirty Thousand only) per month 
consolidated.
